Rory Starkey has been practicing law for over 30 years. His practice focuses on the representation of local governments and the representation of coin-operated amusement machines (“COAMS”) licensees as regulated by the Georgia Lottery Corporation. Starkey’s COAM practice interestingly involves criminal and civil components and matters that resolve through various judicial forums i.e. (arbitration tribunals, administrative tribunals, state, and superior courts, as well as the Georgia Court of Appeals and Supreme Court).
Immediately after law school, Starkey took a position as General Advisor for his uncle Ray’s company, Continental Recovery Corporation, and then in 1993 transitioned into solo practice. Starkey tried his first case (an armed robbery) in the spring of 1994 and obtained his first of many legal victories. In the spring of 1995, Starkey took a position as a staff attorney with the City of Atlanta’s law department. He continued his local government career as a Staff and Senior Attorney for Fulton County from 1999 until he started his own practice in 2008. Starkey has served as Ethics Counsel for the City of East Point and the City of Brookhaven. He has also handled legal matters for the City of Greenville, Georgia, the DeKalb County Attorney’s Office, Clayton County, and Henry County. He became the Solicitor for the City of Fairburn in 2012 and is now the Fairburn City Attorney.
Starkey’s entire career has involved working closely with company CEOs, General Managers, Police Chiefs, Mayors, City and County Managers, Councilmembers, Commissioners, Department Heads, and other top officials. He advises both his private and public sector clients on the following: litigation and transactional matters; public safety and police matters; departmental investigations; public works matters and construction litigation; contract compliance and procurement matters; personnel matters and administrative hearings.
On a personal note, for the last 34 years, Starkey has been married to his beautiful college sweetheart. They have three adult children. Starkey enjoys spending time with his family, hunting, fishing, and sports. Starkey and his family are members of Dale Bronner’s Word of Faith. Though he calls Atlanta home, Starkey has a special place in his heart for his hometown of Miami, Florida, and for Roanoke, Virginia, his father’s birthplace, and a town where he spent many childhood summers and a year of grade school.
